I'm with Sky on the max package - 16MB.
ADSL Link Downstream Upstream
Connection Speed 11518 kbps 793 kbps
Line Attenuation 31.5 db 14.7 db
Noise Margin 7.1 db 12.5 db
With speed tests I'm getting
Speed Down 2690.71 Kbps ( 2.6 Mbps )
Speed Up 649.79 Kbps ( 0.6 Mbps )
Would I be wrong to expect a higher Speed Down? I've been on with Sky but they tell me everything is OK!

Line rate is roughly ball park for 31dB line.
Maximum download rate would be just over the 9Mbps mark

That's what I thought but I'm getting a max of 4 on tests over a period of time

Because wireless speed reduces with distance [from the router or access point] and signal strength.
Because some people use wireless "dongles" plugged into USB 1.1 ports (which can't keep up with the higher ADSL2+ speeds available).
Because wireless pings can often be horrible (slowing down browsing).

Probably not, but the OP is not getting consistent results of 2.5Mbps; sometimes it's 4Mbps (as he stated in another thread).

Checked settings and changed as advised. Ran a test again and got

Speed Down 2682.80 Kbps ( 2.6 Mbps )
Speed Up 651.67 Kbps ( 0.6 Mbps )
router reading at this time was
ADSL Link Downstream Upstream
Connection Speed 11518 kbps 793 kbps

Noise Margin 8.7 db 12.5 db
So no change after adjusting Rwin etc as advised by DSL Report.
Could Sky be throttling my connection, although when i suggested to them they might be, they said they weren't.

They might, but not aware of them doing this to others, so to be the first out of over a million is bad luck if that is the case
If speeds are good at 9am, but slow down as the day progresses suggests congestion somewhere
