Hi, I have a bizarre issue with a very high upload speed and very low download, trying to work out if its a problem that only my net provider would have to solve, or a physical household/wiring problem? Yes its TalkTalk *ahem* but I dont want to put any blame on anyone just yet.. haha.
Just to put everything into perspective:-
The line speed is 6Mb max for the neighbourhood.
My line usually connects at 4 or 5Mb, which sounds reasonable enough.
I am getting *dont laugh*..........................130kbps max download, 380kbps upload.
The neighbours are getting average of 1800kbps max download, 200kbps upload.
The neighbours are on the same contract, same service, same line speed.
I have 2 computers in the household, one desktop, one laptop, vista and xp.
Both give the same download and upload speeds, no matter what software is installed. I use the official cd software I received to connect, and have tried multiple firewalls as a test, but there is no change. I have tried disconnecting all phones in the house, only using the main test socket with the removable lower panel in the household - but restarting my connection, I get exactly the same results. There is absolutely no difference in speed using wired or wireless with either pcs, restarting the router each time - wireless can oddly sometimes be slightly better (by about 30kbps, so not really noticable). My connection is very stable however, never disconnects, and the phone lines themselves, when connected with the adapters are always clear.
Could the problem be a technical issue that only BT or TalkTalk can resolve themselves-if it may involve rewiring in the household for example? If anyone with the technical knowhow could give further opinion, I would be very grateful. The BT exchange here has been ADSL/TalkTalk/LLU enabled for a few months now, and if the neighbours are not experiencing any problems, it seems very odd that I am, even when trying out the test socket- any ideas on what could be the problem? Is it the house wiring itself?

Im not using the router upstairs, only downstairs. Downstairs I use the router with the laptop, but the desktop pc upstairs is getting the same or slightly worse results, but thats connecting via standard broadband cables, and when Im not using the laptop, the router is always switched off.

Those stats show there is nothing currently wrong with your line to cause those low speeds. Could it be that TalkTalk are throttling you? Do you download a lot.
I'm not sure if the BT profiling system applies to your connection but in case it does could you try the following speed test which will show your profile.

If it works could you paste the results excluding your phone number?

Id doubt it-the net here has been active for only around 2 or 3 days now, and Ive not even downloaded one media file! its not just individual downloads though, even webpages with alot of images seems to take alot longer on occassion, when comparing to the neighbours downloading at 1800kbps, as a test, and they probably download 24/7.
im thinking perhaps its accidental on talktalks end with my slow line/download capability, perhaps a mistake when they phoned and set it up initially, saying my line was 'now active' on TalkTalk, so I will phone up tomorrow and try and sort it all out. ps-the site you mention above for statistics asks me to log in with my talktalk email name, but its not accepting it? this talktalk email name logs in on the proper TalkTalk email site though, which is strange. thanks
perhaps they throttle until you sign that contract? I wouldve thought it would be the other way around, haha

With a up stream of 448 you are on BT ADSLMax the most important test is http://www.speedtester.bt.com/ that John asked for. That will give not only your connect speeds but your IP profile.

Does anyone understand this? What are "standard broadband cables", and if the router is switched off when the LAPTOP is not in use, what does the desktop PC do for a connection?
I suspect the upstairs PC has a modem ("standard broadband cables") and the router's used for wifi with the laptop. Are both connected (plugged in to their respective phone points) at the same time?

I know this sounds like a copout, but you won't get an ISP to do anything inside the initial 10 day period.
What you can do in this period is make sure your internal wiring is as good as possible, put filters on everything, remove the bell wire, etc. There's innumerable posts on here about doing this sort of stuff so I won't repeat it all.
Once you have done that (few hours DIY ususally), leave the router connected and switched on 24/7 for the next week.
(From some of the other stuff you mentioned I do wonder if you have actually hooked this up before TT have finished provisioning your service?)
