What should it be?

Assuming the router is not misreporting I can't remember seeing less than doube figures even on lines that are very close to the exchange.

I am actually nearly 6km from the exchange and suffering some excessive TCP pauses. Could this be contributory?

Possibly, if accurate it wouldn't help, though it is more likely linked to the number of errors, especially on the upstream/local side. Saying that, if the power figures are accurate that won't help with coping with noise with the power levels being so low. Have you tested your connection using the test socket behind the lower faceplate of your master socket.

I think the errors should be ignored, they are mis-reported by speedtouch routers.

Does anybody know why the uostream margin is so high or is that normal?

Not use IPstream for a long time, but I think you will find Upstrean Noise Margin is about right
