AS billford points out, this must be cuz your line is Full LLU'd by TT.
In other words, if BT don't own your line, they won't provide Line services on it

It depends
which
LLU voice provider you dial 17070 to, one (can't recall which, but might be Easynet/Sky) rewards you with the Tinkerbell-ish, "Hi I'm Zoe, I'm here to help, etc,etc, etc" Most irritating.
