Noob: Actual speed lower than connection speed

My router says:
Mode ADSL2+(G.992.5)
Down Speed 13399000
Up Speed 440000
SNR Margin 6
Loop Att. 28

I am suspicious of the up speed for an ADSL 2+ service. But the down speed is what worries me: it's 1/3 of its potential, with an ISP that allegedly doesn't throttle. What am I missing?

Ask AAISP, supposedly the most helpful and clued-up ISP. Your upstream seems low ?

Thanks. I spoke to AAISP and in the meantime my BRAS went back up to 11 Mb/s, as it should be. I also talked about upstream but that's standard for the service: I'm a tight customer and won't pay up for a 1Mb upload

I know with AAISP you can pay an extra tenner for premium on adsl max to push the upload speed up but I thought on ADSL2+ you just synced at the highest upload speed possible for your line?
Can't see any option to upgrade on their site.

With 'Annex M' (cost option) you can trade some download speed for higher upload.

Reviving an old thread, but thanks for all the answers. The BRAS has been raised, particularly on upload which is now a theoretical 1MB/s. The download is at 12MB/s. Still, not much of an improvement:

I was wondering why I got a slow download speed test when I recently changed ISPs. Syncing at 9Mb but only getting 3.5Mb. It turned out it was some traffic shaping software I'd installed a while ago to improve gaming performance that was still throttling the connection even though it was disabled. Uninstalling fixed that.

It's highly unlikely that you'll have used the same software, but just wondered if you had tried a different PC on your connection?

Thanks for the suggestion. It's an interesting one and made me think I should test without the firewall in place (Comodo). But someone suggested using BT's speed checking tool, and with that I am indeed very close to the top achievable speed. So there is something strange going on if different tests produce different results.

On occasion, when I download large files, the speed is actually very high, so I am not too concerned about the poor results with the ealier test.

Not really.

One reason is that speed testers don't all use the same software, for example some will give an average of the speeds achieved over the length of the test, while others will simply give the highest figure of speed achieved over the test run.
