The tbb is a single download, the next is multiple downloads at the same time, which maxes out the line. Your connection is similar to mine, and for me it is ok
What made me wonder is the fact that normally both download results are within a gnats wotsit of each other. I don't normally see anything like the difference I got earlier.

If it's just you using the connection you will get 10Mbps on a download
Say 2 people use the connection. 2 of you are downloading, getting 5Mbps each
Now say 1 of you starts 9 downloads, the other carries on downloading just the 1 file.
You will get say 9Mbps, the other user will get 1Mbps. As you are downloading 9 files, them 1 file.
It's similar with the HTTP result, the TBB download will show up the same as the HTTP result if there is not congestion.
Having 6 downloads at once masks congestion better, like in the example where you are downloading 9 files and getting 9Mbps above.
So it indicates congestion or a poor setup usually.
I started running ethernet yesterday and got a twin outlet to my TV and Sky Box finished. The improvement was amazing. Hopefully a third outlet to my laptop very soon.
