Download speed from Southwater exchange has slowed from 5.6

Has anyone else had an issue with Broadband Speed slowing from 5.6mbps at the end of May to 1.56mbps now? The upload speed does not seem to be affected. TalkTalk checked the line and Southwater Exchange and say all ok and it must be the Router which is only 6 months old. Can I check the route/exchange myself?

First step is what are the connection speeds, attenuation and noise margin figures shown by the router
