Very low SNR per end tones (only some synchronizations)

WARNING: It is purely technical issue. This is not a problem with circuit. I am scientifically interested in xDSL technology. Please don't read if somebody is not interested.

I've noticed it happen that there is very low power output on end tones. It is very rare but it is curious. As I know it is called "power cutback". However It is even more interesting that my power output value is the same (18.6 dBm). It seems that power output value is not sum of all tones power.
This is SNR graph with usual SNR per end tones.
