New black boxes appearing on neighbouring telegraph poles

But if a strange one here. Over the last week or so two of the local poles by me have had these devices installed on them;

Anyone have any idea what it is? If you look closely you can see an additional cable coming out the top.

It is a very ordinary copper clip joint. Nothing of note to see.
