I'm assuming you aren't in the UK?

The stats show the line is capable of 91Mb down and 32Mb up but is currently connected at 30/3.
That sounds very much like a foreign network operator.

From the limited stats provided the line looks good

It's a relatively short line, capable of much faster than your are currently getting from your provider.

The provider appears to be running with no error protection (no Interleaving, no Retx, no INP).

What about noise safety coefficient when to consider its bad or good even line attenuation?

Noise safety coefficient (also known as SNR Margin) is fine.
It is very high because you are connected well below the lines maximum rate.

The attenuation is also fine. It indicates a fairly short line.
