100mbit except upload Speed Ranging 5-15mbit on a single PC

Hi all, so internet speed is 910 / 110 I have replaced the router and sit around 600 down and 5-15mbit up, there is 2 people using this connection with the other at most watching a 4k stream on the TV,
The Wifi Card is PCIE - AX210 by EDUP so not the most expensive card but running intel Chipset, I have seen this hit the 100 mbit but seems to be stuck at 15mbit now on AX.(displaying it is connected 1201/1201)
I have searched the Internet and preformed various fixes, I am getting to the stage where I am going to go for a format and reinstall.
To Start with I am running on wifi (I know it't not ideal but it works and I have to live with it in my situation)
The Router has been replaced but this was doing the same with the BT Router.
I have checked the speed on my Laptop with the same Winfows 10 Patches and there was no isses.
All other Wifi Devices have no issues
I have changed for latest drivers so I am not on the standard Microsoft Drivers
I have run a sfc Scan now and checked for any errors.
I have even tried an AC1900 USB Router and this seems to have the same issue

Any advice would be appricated as this must be something client side as I am experiencing this only on 1 device?
