You seem to be on a rate limited service such as O2 or Be's value package.

The simplest way to increase speeds would be to update your package.

well i wanted someone to look at the setting and tell me if anything looked as tho it was wrong and if i needed to turn off any of the settings i had on in the modem

You need to reduce your SNR Margin, but your ISP (in Barbados?) may be preventing your if you're on an 8 meg package.

If you are rate limited it is pointless tweaking ADSL parameters as your line is performing as well as your ISP allows.

If your actual throughput is, say, 80% of your sync speed then tweaking TCP type parameters won't help either.
