Personally I think you need to wake up.
For a start I believe Telewest/Virgin have always had an Acceptable Usage Policy, and these were always vaguely worded, that would have allowed them at any time to have assessed that you were impacting their network and have throttled your connection.
Secondly you need to stop having a hissy fit and realise that bandwidth is not unlimited in this country, and most ISPs could never afford a network that gave them 100% uncontended connections to customers, so contention will always be a fact of life for large scale access networks.
Lastly you should realise that most other ISPs in this country have chosen either a soft route whereby they don't tell you a limit, but do have one and will kick you off if you break it, or have chosen a hard route, this time with a publicsed limit, and again will kick you off if you break it.
Of all the traffic management policies that have so far emerged Virgin's seems to be the most sensible, you're never going to be cut off from the internet no matter how much you try to download.
You can't say that of most, if not ALL other ISPs over here.
