1Gig Packet Loss

A friend of mine in Manchester has recently gone from 500mb to 1gig and has been having packet loss and other oddities with his connection ever since.

Here is a ping monitor graph I had him set up

He gets lag spikes and packet loss in gaming as well as in discord. VM support say they can not find an issue with his connection but clearly something is wrong

Anyone have any ideas?
