Some BT Routers have an inbuilt ATA. Is that functionality locked down to a BT service or can any hosted SIP provider be used?

Which routers?
Certainly the old 2-wire were effectively locked to BT and even then unless you knew how, it needed a call to support to set it up.

The FTTP ONTs have ATAs if you subscribe to Fibre Voice Access (FVA), I believe, but that's VoIP over BT.
