My current designer is making a mess of my new web site so that I will not launch it until it is perfect.
How can I find someone to put matters right?

Without more information, all I can suggest is Google.
When you do find someone, get an agreement drawn up stating in crystal clear terms what you want, when you want it, how much it will cost, what happens if things deviate from schedule, etc.
