8MB Broadband + anytime Phone bundle

I am looking to migrate from PlusNet. I have their 8MB broadband Plus service + any time phone. This costs 30 a month with 1 month contract including the line rental.
At some times the speed is very slow due to their shaping policy. I do not need an unlimited broadband. 3GB/month would do me fine. I very occasionally download 140MB files. I do not mind scheduling this but my downloader told me that I would take 3 hours to do this. I was not pleased.

Is their any other provider who can better the above deal. I have looked at DST at about 26 for a similar deal but I have never heard of them.
