Which ISPs offer Dynamic Adresses?

Which broadband providers offer dynamic addresses? Someone in my friends family misbehaved online and now they are tagged as wrongdoers. The service is not so great on their provider so I'd like to recommend alternatives.

Simple, just get them to behave themselves.

Dynamic IP addresses are the normal from any ISP, whereas static IP addresses are also available but usually not necessary unless you have a particular need for one. For example you might want to run your own web server.

It seems to me that dynaminc IPs seem more normal with the 'pile-em-high'/'bulk' ISPs, whereas the 'professional' end of the market tends to static IPs.

agreed, expect a dynamic from AOL, Orange et al. Imagine the hassle of getting a "marked" dynamic IP from someone else tooling around.
