I've just migirated to O2 Access and although the Speeds are fine 4mb DL even during peak time my ping is appalling ranging from 60ms during offpeak times to 120ms+ during peak times. The O2 Staff keep blaming conjestion for this but due to the fact that i generally get 3.5-4mb DL even during peak times I don't see how this can be the case. O2 have also stated that the problem is with BT's side of the equipment so changing my ISP will make no difference something i am also doubting have read comments by other complaining about O2 speeds if not pings. I have until the 16th to cancel with O2 for free so it's a pressing issue as to whether i cancel.

Latency and speed issues have been ongoing on O2 Access for weeks. It's O2's problem and changing to a decent BT wholesale ISP would yield better performance. You'd be a brave person to stick around in the hope that it improves.
Personally I would move before getting locked into a 12 month contract - things will probably improve at some point, but nobody seems to know when. You might be waiting a while.
I've had to fork out £50 to get out of my O2 contract (luckily i signed up before the new T&Cs) but i'm just glad i'm finally moving.
