On a non-LLU'ed exchange like that your choice is very limited for what non-LLU ISPs regard as a very high usage. However if you can schedule a lot of it into night-time there are several possibilities.
It would help a lot if you tell us your current ISP and package. Also how much you pay them and whether that includes the line rental or if that is separate.
It may be an ISP where this sort of slowdown is expected, or it may be one where it would be very unusual. If it's one of those the cause is more likely to be some sort of fault, and moving to another ISP wouldn't help.
In either case, please could you do two things to help us help you?
The easy one is to run a
BT Performance Test and post the full results.
The slightly more difficult one is to find and post your line stats from the router.
See here for help. Even if you can't find the full stats, the connection/sync speeds, attenuation and noise margin (SNRM) figures give us most of what we need.
