Plusnet do it for £7.83 per month, but if you want unlimited usage, you will have to go for their business option 3 (increased upload as standard), which has some traffic management, per the link below. 12 month contract is £28pm, while 24 month contract is £25pm:

If it's increased upload you need, then I doubt any download management will bother you too much. The residential 'extra' package costs £11.49 per month, plus £7.83, is £19.32, so you pay £5.68 for the 'unlimited' broadband (If taking the £25pm option).
