I think you'll find that in general, it's not the reseller that's going to be your issue, it's what happens after that - once outside the resellers network then no-one has any control over it - unless you're purchasing your own dedicated circuit to your destinations, it's pot-luck.
But look at the AAISP offering - their aim is to never be the bottleneck... But you'll have to pay for the privlege.
