Openreach incentive to ISPs for a second (copper) line

Does anyone know if any ISPs have plans to make use of this incentive ?

Idea is to give ISPs 50 quid for any line which is ordered between 10/04/2012 and 09/07/2012 so long as the line is kept with Openreach (I assume that bars switches to Sky, TalkTalk and some others).

There were a few "news" items back in January about it though I don't remember seeing it on TB. I have a line with a fixed IP, want a line with a dynamic IP and cannot (at present) get 30/50/100 Mbps from Virgin (which might be possible late this year). Additionally FTTC should be available by December so I will want the second line to use in case of any downtime / glitches when upgrading my first line. I can also then get rid of my Three service which is pretty fast but not 30 Mbps.

All Openreach based WLR3 providers will be able to take part in this, but it's unlikely to be passed on to the customer in any upfroint state as its a "rebate", so Openreach only pay the £50 after a full year of service, so the provider is not likely to waive the setup fee or similar..

The incentive payment will then be paid to CPs 12 months after the provision month of that line as long as the line has not been ceased in that period.

The line with Sky and TalkTalk is still an Openreach line, just not connected to WLR kit in the exchange.

"The products in scope for the offer are WLR Analogue (Basic and Premium) and LLU MPF." taken from the incentive, so does apply.

At a guess it may mean cheap installs, with proviso of staying 12 to 18 months.

I'd hope that some ISP(s) would consider passing this as a discount, with T+C requiring customer to keep line for 12 months and if not, be charged suitable fees for remaining months plus any 'rebate' the ISP would have had and which had been passed on.
