I am currently on the O2 All Rounder package (12 month contract): <20Mb broadband + anytime calls + line rental = £31. I am now out of contract.
I have been looking at BT Infinity, which for a similar package, comes in approx. the same cost, but <38Mb and an 18 month contract. Also, I could get £80 on TopCashback.
Is this a good choice and would I get an appreciable increase in speed or would you recommend alternatives?
According to a speed test I just did, I get: 11.16Mb download and 1.08Mb upload.
My exchange is: EABRW.

I was out of contract The All Rounder as below, and enquired with o2 about the special offers and they offered this;
My package The All Rounder
Full monthly charge £ 28.00 Line rental included
Monthly charge including offers £ 16.75
Contract 12 months 20Mb broadband + weekend calls + line rental
15.19Mb download and 1.16Mb upload.
I don't need hyper download or upload speed for what I do on the internet (no games, no p2p etc) so I was happy to accept the offer!
For yourself, you have to evaluate if you need 38Mb download and the extra cost and aggrevation of the change over!

What for? They are dependent on distance from the exchange, and Infinity isn't.

My exchange is: EABRW. Have you checked your phone number in this checker? A lot of areas on that exchange weren't scheduled (in the Dec 2011 data) for FTTC, which means no Infinity.

True if you are concentrating only on a fibre connection but the OP did say

rightly or wrongly I thought the OP didn't mean he/she was only interested in a fibre connection.

The BT website suggested I could receive Infinty and I used the (BT Wholesale) checker you suggested and amongst other provision it specified:
Our test also indicates that your line currently supports a fibre technology with an estimated WBC FTTC Broadband where consumers have received downstream line speed of 72.3Mbps and upstream line speed of 20Mbps.
