My exchange HERE
has recently been updated on SamKnows with addition of
21CN WBC status : RFS date set : 30/09/2013.
I have done a bit of reading, but still have some questions & have always found the people on here very helpful.
1. As I am at 5.5 meg on my ADSLMax service is it reasonable to presume an improvement to approx 15 meg after the exchange upgrade?
2. Do BT generally hit their target dates for this kind of work?
3. I am looking at getting broadband service (on an existing line) - should I avoid a long term contract on the basis of this exchange upgrade in 8 months?

1. Please provide your router stats - then we can give you a reasonable estimate on what to expect.
2. They tend to slip, 30/09/13 is the last day in Q3 so is more of a place holder than anything. It could be a bit sooner or it could slip in to Q4
3. I would try and get on a monthly contract or choose an ISP that will migrate you over on request.

These replies are based on the assumption you are on a provider that users BT Wholesale platform (i.e. upstream speed is currently 448 Kbps is best indicator if you have no idea who BT Wholesale are)
1. Router stats fed into http://www.coolwebhome.co.uk/calc/calculator.php will give you an estimate.
2. How lucky do you feel, it is just sit and wait.
3. As Huw said and add research what the provider has done for other users whose exchange has gone from IPStream Max to WBC

OK so these are my details
Downstream Rate: 8064 kbps
Upstream Rate: 448 kbps
Channel: Interleaved
Current Noise Margin: 9.0 dB (Downstream) 30.0 dB (Upstream)
Current Attenuation: 32.2 dB (Downstream) 17.5 dB (Upstream)
Current Output Power: 19.8 dBm (Downstream) 11.9 dBm (Upstream)
Putting them into the calculator suggests I may see some improvement.

3. ... or choose an ISP that will migrate you over on request. Which nearly all the reputable ones will do, within contract and without extending it. Most do it free in batches a few days or weeks after the exchange upgrade but will do it straight away on request - often charging about £11 + Vat.

I may see some improvement. Expect 11-12 Meg on an attenuation of 35 dB, as it increases with ADSL2+.

Just checked samknows to see if the 21CN date had changed. And it has to "Not Available" which is rather disappointing. IS it likely to reappear or will the the 21st century be passing me by?

Sudenly, samknows says: Not available !
Can't even find my exchange NDMAR on BT Wholesale site....
Yes, I was expecting a delay, but no news / new date...?
We seem to have thrown back in 19 CN !

What does the BT Wholesale Checker say for your line/full address? That's more reliable, and often used to "disappear" the FTTC data immediately before going live.

BT Wholesale Checker makes no mention of 21CN 
Same for us on NDMAR, No mention of WBC ADSL2+ either.
Surely they should provide some info ?

and now we have NO Date, No Info !
Perhaps we will get an answer on the post card from BT Wholesale in 22CN ?

It could just be an error in the system.
When my exchange was due to be upgraded (Only 1415 lines) the checker went all weird and started outputting strange results in the last 3 months (The due date kept advancing every day by 1 day so it appeared it would never be completed - http://forums.thinkbroadband.com/btsupplier/t/407166... ). It did this from 1st December to 1st February; I'm not saying its the same for you but it could be a possibility.
I do recall my exchange losing the information that it may be upgraded at one point.
I wouldn't trust Samknows by the way; At the same point as the problems were occurring with the Wholesale Checker, SamKnows indicated a date of 31/03/2012 by which point I was already enjoying the speed increase.
Fingers crossed you get some good news soon.

So eventually my exchange got converted to 21CN (29/01/2014)
Next day Eclipse let me know they will be upgrading me to 21CN.
I have a 2nd broadband connection with B.T. and have not yet been able to find out when that line is might be converted to 21CN, other than a couple of forum posts that it may take several months.
Does anybody know how I could check that?

The upgrade is down to the retailer, so hence the lack of information, i.e. there is no central programme, they just do them as they see fit. I.e. its pester BT Retail
