. The £19.99 is after the initial 3 months half price, and there is the line rental to add as well. Plus there are quite a few things that are free on BT phone that are charged on PlusNet.Full price list. Very comprehensive so be careful how you read it, as VOIP prices are in there as well, and legacy products.
No throttling as such but there is traffic management. However the traffic management is designed to make sure gaming and VOIP get sufficient bandwidth when things get busy, on the network as a whole and on each user's own line. See this description.
