Policy To Stop Installation Of Applications (W2K)?

Does anyone know how to use the policy editor to stop the installation of applications on a Windows 2000 machine?

I have heard that a Standard User does this but I want to temporarily apply this to Administrators/Power Users?

I think it has something to do with running "gpedit.msc" but there are so many options I do not know which one to change?
