IP address

I use a program called Netlimiter,when i use Whois which is built in to it some of the IP adresses keep flashing fast and changing a lot,why is this.This happens if i am using Azureus.

azureus connects to a lot of different ip addresses, dropping them as not required, so it will be changing its the nature of torrents
