Download fault in Windows

Hi guys, i've recently noticed that when downloading a file from the web IE and other browsers will either not fully download it or not bother to even display the "Open" or "Save" dialouge box, it only appears for a millisecond.

This had started to filter around the PC's i use at various locations.

Anyone got any ideas, i've checked out Microsoft's fixes but they don't work, i even re-installed Windows at one place.

I don't know maybe try tools/internet options/security/custom level and choose reset to medium.
