Not extra, but un-necessary. The delay is caused by Spybot adding thousands of restricted zones, which IE8 has to load before it can move on.

Why does it have to load them all? I doubt it would add much performance to look them up on the fly as needed.

Normally you see such flaws from inexperienced coders

I think in this case it is more likely that it simply wasn't designed to handle thousands of restricted sites. Not much point spending money on load optimisation if your anticipated usage scenarios only include a handful of sites.

I think you can probably put a full stop after "designed".
