You mean dual boot Win7 and Win8? You can, but why would you? Win8 has a desktop app that is basically Win7 built-in.
I must be missing something, the windows 8 desktop is not the same as windows 7 desktop.
To the OP yes as long as you buy a full windows 8 licence and not upgrade, as upgrading you forfeit the right to use the old windows.
