My laptop has 4 meg mem, runs win 8, connection speed ( wireless) : download 14/15 meg upload just under 1 meg, yet suffers from continous buffering using iplayers ( bbc or itv).I am sure this issue has been raised before, but I cannot remember the remedy!

Try http://www.bbc.co.uk/iplayer/diagnostics

If the streaming tests give much lower readings than the first download test then it could be that your isp is capping streaming content. If you are not using your isp's dns servers then the cdn network might not be optimised for your isp.

Always test with Ethernet if you are having a problem, remembering to disable/disconnect from the wi-fi network.
