Why can't I get to Microsoft Support without logging in

For example For example http://support.microsoft.com/kb/3021917 takes me to https://login.live.com/login.srf?wa=wsignin1.0&rpsnv...
I have checked it in Windows 7 fully patched and Windows XP also fully patched
I ran a full virus check with Kaspersky and Malwarebytes which didn't flag anything up
However my Windows 7 machine is dual boot with Vista which is way out of date as I never use it and trying in Vista it doesn't redirect
I have tried starting in safe mode with Windows 7 and that didn't help neither did removing all relevant cookies

Other posters don't need to so what and when did Microsoft change to make it mandatory

I don't need to. It does briefly show the login URL but before the page appears I get redirected to the support page.

Unless you are very wide-awake, I think most people will end up with Win 8+ logging in at boot time.

As I did. Only, as I have only done it once i don't know if it is avoidable.
