Does Windows Revovery Disc make the the new drive bootable?

Using a Windows Recovery Disc (Win 7) to recover from a failed drive onto a drive (SSD or HDD) to copy a previous image to the new drive, does it also make the new drive bootable?

I used aomei partition tool to clone my drive, it copied boot files.
