Firefox 45.0.2 on Win 8.1. When I view http://www.bbc.co.uk/newsbeat/article/36073220/boris... and scroll down the page, about a third of the way down a social media menu bar appears. This bar remains as I continue scrolling, into the last third of the page, then disappears.
Anyone else seeing this?

Yes, as soon as you scroll down below the first picture.
I'm on Win 10 and FF 45.0.2 also, also happens on IE11.

So it's a website thing. Another annoyance from the BBC on a par with the auto play videos.

Win 8.1, IE11, I don't see it.
Therefore sounds more like Win 10 injecting it?

Further to my earlier post about not seeing it on Win 8.1 IE11, I don't see it on my iPad either.
I don't run an ad-blocker on either.

I don't see it (on Palemoon), but I did block the "breaking news" banner at the bottom of page as that annoyed me.

Which, annoy him or block the banner?

This bar only appears on BBC News Beat pages.
|
|
|
|
Navigate to Windows\System32\drivers\etc
Right click "hosts" then open with Notepad
add at bottom on new line.
127.0.0.1 polling.bbc.co.uk
Then save.

You may need to open notepad first, by right clicking and running as administrator, if it refuses to save the file after your change.
It did not actually work for me, but that is probably something to do with stored DNS, so now off to look for the command to flush it.
edit ipconfig /flushdns
that has not worked either?

This bar only appears on BBC News Beat pages. I've simply been clicking the link in your OP.

Which takes you to a BBC NewsBeat page, where the article is still there. As is the pop up social media bar, when scrolling down the page.

Not for me! As I've said. Not on this laptop nor on an iPad.

Right! I just tried again and I am now seeing it on my laptop.
So I went to my iPad and I can make it either appear or not, depending on how quickly I scroll the screen. Basically if I touch and swipe up before it has stopped moving from the previous, it doesn't appear.
I did (I think) just get the same effect on my laptop but can't repeat it at the moment - it is now showing without fail.
I think it is being triggered by the appearance of the base of the "1" box in the right-hand "Most Popular" column. It disappears again as soon as you reach the purple "Latest" section at the bottom.
