I have read the above tech news today and that gave me a shock! I have an OLD Samsung R519 laptop which has Win 10 V1511 installed on it, and I have attempted to use "Check Updates" under "Setting" to auto update its Win 10 version on-line to either V1607, or better still V1703, automatically. However instead it always returned that I have the latest W10 Updates, which is still V1511 instead. I would have thought it would update itself to the next available newer W10 Version. My other W10 PCs and HP Laptops have all been auto updated to W10 V1607/1703 all O.K. It is this OLD Samsung R519 Laptop exhibited this "stupborn manner" by refusing to update to the next higher W10 Versions on-line.
Do I have to download W10 V1607/V1703 full ISO files from MS, burn a corresponding "Boot" Disk (i.e bootable DVD/USB Stick) and finally use it to update the above "trouble" Samsung laptop???
If that is the only way, could you gave me the corresponding MS Win 10's IOS links please??
Thanks

Is it true? Apparently so:
Windows 10 November Update 1511 (OS Build: 10586.753)
1511 Current Branch Release Date: 11/12/2015
1511 Current Branch for Business Release Date: 4/8/2016
1511 End-of-Life Date: 10/10/2017 (confirmed by Microsoft July 27, 2017)

When you say IOS, I'm guessing you mean ISO? Best guess:

Might be better off waiting until Oct 17 when Fall Creators Update is released 1709 and download the ISO or create a USB drive with it on from the Media Tool.

I was away from my PC a few days and could'nt respond all in time, sorry! However I would defer my update from Windows 10 Version 1511 in my said laptop UNTIL the newer version, at least 1703 has been formally release by MS as suggested by all of you! Thank you ALL for the relevant LINKS of how to get the Bootable USB files as well.
Thanks

My said PC is still having Windows 10 Version 1607 installed! There is NO sign of other newer versions other than V1607's in Windows 10 Auto-update in MY PC yet.....
However some suggested that we should NOT rush in to installing the latest W10 V1709, i.e. Fall Creator, other than parking it for a few weeks until most of the possible bugs, if any, have been ironed out!
Just a thought.....

I installed 1709 two days ago without any issues. The only annoyance is how drivers reinstall during feature updates, which meant some things needed tweaking. For instance my default sound output device was changed to a different one, and my nVidia driver needed HDMI RGB reset from limited to full.
