25H2 breaks previewing of PDF files in Explorer

After installing the 25H2 update I can no longer see the preview of PDF files in Windows Explorer. You get the message "The file you are attempting to preview could harm your computer. If you trust the file and the source you received it from, open it to view its contents".

Googling, there is a solution for local files (they have to be unblocked), but so far I haven't found a solution for files on networked drives.

Maybe due to the number of security issues with PDFs reported in the last year or so where embedded objects inside the PDF can be inadvertently executed.

Or its a bug.
