Net Neutrality may result in exclusion from usage allowances not being allowed for traffic like that, its a possibility, since not all traffic is being treated equally.

But if the BT vision traffic travels over the private BT network rather than the Internet then it shouldn't come into the net neutrality debate (it isn't on the 'net!). Any other ISPs that deliver content within the network without touching the net also should not be affected.
