Been with Plusnet a relatively short while and pleased with the download speed (approx 11Mbps) but wondered why the upload speed was so low?
Migrated from BE, were i was getting approx 10Mbps download but 1.1Mbps upload, for 2 years.
Only thing has changed is the change of ISP and newer router (ADSL2).
Do i still have to wait up to 10 days for this to settle, to be honest i cant see that the upload speed will get up to 1Mbps at all
Must be a reason for it, is it restricted on purpose?

Doh! Just re-read my post, forgot to add them... upload is around 350kbps, from a doing a few speed tests.
Bandwidth (Up/Down) [kbps/kbps]: 445 / 15.106
I understand the above, but not the below...
Line Attenuation (Up/Down) [dB]: 18,7 / 32,5
SN Margin (Up/Down) [dB]: 31,6 / 6,6

I think you have to request Plusnet to uncap your upstream sync - if that turns out to be the issue...

For some odd reason Plusnet default the upstream on ADSL2+ to 448, usually ending up just below that like yours.
Raise a ticket to get it raised, though I have a feeling it gets capped at a higher level even then.

It doesn't get capped by Plusnet although I haven't heard of anyone getting much over 1.1Mbps and if the line is interleaved the maximum you can get is 888kbps

I don't think I've seen many over 1.1Mbps connection speed either, on any ISP, including LLU, barring Annex M users.

if the line is interleaved the maximum you can get is 888kbps That's WBC Interleaved for you!
I often get 1.1 - 1.2 Meg Up on Fast Path but only 939 K at the mo'  .
1999: Freeserve 48K Dial-Up => 2005: Wanadoo 1 Meg BB => 2007: Orange 2 Meg BB => 2008: Orange 8 Meg LLU => 2010: Orange 16 Meg LLU => 2011: Orange 19 Meg WBC

The default depends on the type of order, we're actually just starting batches of upload uncapping too.
