ok, that makes sense, I was getting high pings occasionally when on O2 but not quite as high, I'm hoping if plusnet will match my previous upload speed it might help (at least until fttc is available)

in the mean time I'm going to experiment with applying traffic shaping on my firewall to see if I can control the upload and see if that does anything.
