I thought the rule was that the MAC had to be valid when entered into the order system. So if BT Retail take the MAC and submit it on day 28, but the migration is then actioned by BT Wholesale on day 40 it will not matter.
So all depends on when the MAC is put into the order system.

More specifically - AIUI it is when BT Retail put it into the Openreach order system.
When that would be if a January date had been selected when the customer places the order with BT Retail is something I don't know.
