I am about 200m from CAB (ECI Cab I think based on photos, quite tall and slim)

The line is saying it can do 125M/40M max and you are actually getting 80M/20M, which is what you are paying PlusNet for. PlusNet are limiting you to 80M/40M. Looks like the line and service is performing very good to me.
