Are all your 146.200.x.x UK based now then?

The latest MaxMind GeoIP database (of which there are many other companies doing this same kind of thing) shows this range to be GB:

But I guess if the block has recently been moved/delegated from US back to GB, that's going to screw up many sites that run off geolocation-type databases.

Things must be getting tight on the old IPv4 address space front then - all the more reason to get IPv6 deployed and live.

Still getting same error message :-

Ta, we'll try and again and get in contact with the site. The 146.200.x.x. IPs that we've got were previously used in California. There isn't a single standard database of which range of IPs is in which country, a lot of sites use their own databases and some don't update their database as often as the updates are published by the 3rd parties that provide them.

It might not even be all of this range that's affected, we've been testing internally with an IP in the range and the site works fine. If you disconnect/reconnect then you'll get a different IP and it will probably work.

Sounds like you have done/are doing as much as you can.

I've no intention of switching my router off as that usually causes more problems. It went down a few days ago and I had to spend some while amending everything.

For now I can ssh into my other ISP and send via An X session. Not ideal and very slow, but it does sort of work.

You don't need to switch the router off - just click disconnect then reconnect to drop the PPP session

IP addresses are in cyberspace, not country-based.
