Does this credit limit apply only to any calls made outside of the inclusive freebies, such as to mobiles etc?

it applies to all chargeable calls
If there is no charge then it doesn't apply

This I'm not sure of however I highly doubt it as providers literally make little money from the broadband and phone packages without extras. They make their revenues from the chargeable calls which are depleting overtime. Some providers such as BT have began charging for caller ID for instance, perhaps because revenues from calls are dropping and they need to recoup the cost from somewhere. All speculation of course.

This is why providers nowadays will charge you extra to take a broadband only deal. They will make it substantially cheaper if you take calls, line rental and broadband. WHY? Well the provider can now get revenues from any calls you may make.

No and even if they did it wouldn't be a good idea as one chargeable call would land you in the red and cause the line to be blocked and there is a charge for re-enabling it
