You need to go to your local CAB and get info on what you can apply for. The benefits agency and the government don't knock on your door and state what you are entitled to.

Why do we go through this every time there is a price increase?

All the telcos are companies that are required to make a profit for their shareholders and to invest in their networks, etc.
