Edit to say i had the sync/speed issues pre win10 upgrade, so that's not relevant in my case.

Just did a PPPoE test to the modem on +nets advice, surprise surprise, no difference, plugged the router back in and onto gateway pcl-bng01 and my speed has immediately increased to 38mbits :/ Although i know my line is capable of at least 40mbits.

Plusnet unlimited fibre (FTTC) - sync approx 45000/11000kbps @ ~750m

Not sure what to do might just be a win 10 download problem as I've never had this problem before. If it continues will log a fault ticket
Win10 does share you network connection to deliver updates to other users by default, using torrent like tech. This setting may have well skewed your speedtest results?

Have a look in Settings/Update & Security/Advanced Options/Choose how updates are delivered/. This is where you can turn that off so your B/W used is only local to you and your home network.

Sorry if my message came across wrong, meant a general slowdown on the internet due to win10, not yet dipped my toe into win10 just yet.

Anyway todays update
decided as the speeds were still bad I would raise a ticket with plusnet, ran the bt speedtest & did a tap 3 test to see what it said... it was just the same slow speed problem.
When I put the router back to my on login details noticed it had reset everything to factory settings again so changed back my own wifi name / password I had set previously & noticed sites seemed to load quicker.

Have redone a TBB speedtest & its sorted.
Now might just be congestion as I did a test just after midnight, but it might just have been the router went wonky.
The wife has been turning it off and on recently to curb the daughters internet use but not the modem.
Hope this is the probelm sorted but will check again in the morning and at peak times to see if it's sorted.

Fingers crossed its ok, will report back the results gateway pcl-ag01.

That's probably the reason.

It depends on the route you take through the BT network to get to the Plusnet gateways. When you disconnect/connect and get a different gateway it's pot luck as to whether you get a good or a bad one.

Well seems to have been my router playing up after what ended up being a factory reset, all is well again even at peak times

Probably jumped onto a less congested gateway again, it will happen again i'm pretty confident about that.
