the 80/20FTTC product = £119.40 Rental per year + VAT

So Plusnet were still paying that amount when they sold the Capped to 40mbps (40/20)
So the saving are a little higher some £43.92 inc Vat less the fee for changing products so around £25-£28 per year per customer

Vat is irrelevant to what Plusnet pay, other than in respect of cash flow.

Plus, as I said, they buy FTTC from BT Wholesale, not Openreach. That will be more than £119.40.

Bulk discounts from both may also play a part.

The indispensable man or woman passes from the scene, and what happens next is more or less the same thing as was happening before.
