I had to fight for it, but BT let me get a refund of my prepaid LRS when I left due to the April 2017 price rises. Apparently it's a new policy for this year, and therefore most frontline staff aren't aware of it yet (and it'll probably take a while to filter through because it's very much a corner case).
Plusnet should follow suit, otherwise a complaint would probably also sort this out.
It's generally an issue to do with consumer regulations, as they prevent any kind of penalty when leaving a contract due to the seller imposing a detrimental change. Even a non-refund is a penalty, as the relevant rules specifically explain that penalties aren't just limited to literal charges, they can also be the non-refund of prepaid amounts.
It makes sense, since Ofcom rules are supposed to allow leaving contracts without charge when rises are imposed, and not receiving a refund for line rental prepaid isn't fair, considering you had no idea you'd be getting an increase when you bought the prepaid line rental.
