I very much agree there. Based on the text on the first page:

On 19 September 2017, Ofcom published a statement about changes that we have decided to make to the general conditions of entitlement, in order to ensure the general conditions are up to date and reflect Ofcom�s current priorities. The revised general conditions will come into force on 1 October 2018, and the current conditions will be revoked on the same date.


I assume some providers have been doing the solicitation since that date, more than likely because these will be changes that are made instead of any doubt of certainty if they will.

Ofcom certainly said that it could be done now and would not be enforcing any action on those that have already.

I don't suppose they would price match Vodafone at a Market A exchange, even though with FTTC the fibres probably go to a different exchange.

PlusNet have announced new packages today - top tier FTTC is now £28.99 pm - don't know if this would apply to Market A exchanges though.

Your link addresses the "low cost area" question, with
� and there are some caveats for those who move house, such as if doing so will take you out of the provider�s �low cost area� (i.e. you�ll have to pay the higher charge for a non-low cost area).
Also, usefully, that article links to a 21 June 2018 ISPreview one that says Ofcom have reclassified many Market A exchanges to Market B. (The definitions of A and B not changing).

(The relevant Ofcom document is in fact a draft, with the final one expected by the end of July 2018. I'll look for that later and report back if/when I find it).

The NoT process has also changed (a little while ago) and the losing provider can now contact the leaving customer to offer them other products which may suit their requirements better. This was originally not allowed so you may not need to even call them.

So is October means October 2018, then the prohibition is still active, though likely I guess that Ofcom will accept providers jumping the gun if its certain to go through.

The Ofcom paperwork on all this is as clear as reading a newspaper through a glass of chocolate milk I find.

Not sure if I will stay with plusnet after my contract is up, but then again apart from the problem I still have and that is a BTOR problem, plusnet have been ok and I doubt any other provider for the price will do what they did.,

We will see next year.

With the now not so new GPL process, it was never allowed but has since been, or officially, will be from October 2018.

It won't really impact anyone because it does not stop the migration in progress which will happen regardless, it just means the losing provider can solicit the leaving customer with offers to entice them to stay.

Unless that customer opts to stay, the migration would complete on the originally confirmed date given by the new provider.

Looks like the exchange I am interested in has been reclassified from A to B. I appear to be able to place a Plusnet FTTC order which would cost much the same as Vodafone bearing in mind the cash discount I got from Vodafone and I could have Plusnet LRS.

At the moment I have a Plusnet email only account. They have just told me that from Ist September I will no longer have to pay them!
