If you are genuinely on LLU (ADSL - Sky provide their FTTC through OR) then according to the BQM page this is a non-issue.
What router did they give you? The BQM I posted above is for the SR203 but the ER115 showed similar on FTTC. If they gave you an SR102 (one of these:https://i.ebayimg.com/images/g/rGoAAOSwjm5dQpxY/s-l6... I could definitely see it doing that, that router was a load of [censored]. It's probably overloading itself connecting to the NTP server or something.
My bad, my lack of understanding of LLU, I thought because it was on Sky equipment at the exchange, it was LLU.
I have the ER115 router and did wonder if it was the router. It only has 2 network ports (which is a bit tight), so I bought a switch to add my other connections. I disconnected that, but found no difference, so it wasn't the switch. I also read about deactivating the SIP Application Layer Gateway and the H.323 Application Layer Gateway, as I still have a physical phone number, not voip (that was a deal breaker for me).The router was running excessively hot yesterday, so I added some extra ventilation around it, in case that was causing the issues, but it hasn't made any difference.

I can't rule out the router though as trying to find a cost effective one that works with Sky is proving difficult. My old Technicolor TG589vac used to handle the line perfectly, gave a higher sync and consistent speed tests. I'd had a good experience with Sky previously, probably should've stayed where I was!
My next test is to wait until the house is empty and turn the router off for an hour or so, see if I get a different ip address and see if it makes a difference once the router has had a chance to cool fully.
